Calendar Year Activities 1999
STATEMENT OF PURPOSE
Owensboro Sister Cities, Inc. encourages global understanding between our
community and other world communities. The Owensboro Sister Cities Program
will assist government entities with the proper reception of foreign visitors
and
dignitaries by serving as the community's office of protocol; pursue an ongoing
mission to inform and educate our community concerning our area's international
cultural and business ties and their effects on our community; initiate exchange
programs in education, business, professional groups, and the arts; assist
government and its agencies in promoting our community's cultural heritage
through our Sister City(ies) relationship; encourage development and expansion
of international trade relationships and assist with foreign trade missions;
assist
community organizations in direct relationships with similar organizations in
our
Sister City(ies) and elsewhere in the world, where possible.
Introduction
Our program grows in breadth and strength each year. While the work has been
very rewarding, the program is endangered by its success. During 1999 we had
twelve exchange visit components and a planning visit involving fifty-one
people. We are already forecasting approximately the same number of persons
exchanged between Owensboro or Olomouc as part of our program during calendar
year 2000. We will need continued financial, logistical and manpower help if the
program is to grow further.
Please take the time to review the report and reflect on its ability to
project the City of Owensboro positively in the international community. It is
our belief that we have the most active of the seven U.S. - Czech Sister City
relationships and that the breadth of our program will speak well for Owensboro
as we apply for recognition at the Sister Cities International Conference held
at the end of July 2000.
The Owensboro Sister Cities program, making connections across the breadth of
our two Sister City communities touched the lives of several hundreds of people
involved in our exchange activities. The program does an exceptional job of
carrying out its charged purpose. While this program is dependent on support
from the City of Owensboro, as an official international link with the Sister
City of Olomouc, the overwhelming financial support for the program comes from
individuals and donations from those institutions participating in the programs.
Our thanks goes to our area colleges: Kentucky Wesleyan for scholarship
support allowing Robin Joska to continue his study in Owensboro, Brescia for
funding their students travel costs to Olomouc, Western Kentucky University in
Owensboro for encouraging student and main campus summer study support, and my
home institution, Owensboro Community College for granting reassigned time which
allowed direction this community partnership program. We also thank the families
who opened their homes and to the motels for assistance in housing our
international visitors, to the three area school systems for support of our
exchange of students and teachers. There are just too many to mention but the
program draws on that which the community is known, a shared caring to make
visitors feel welcomed.
As representatives of the citizens of Owensboro we request your continued
encouragement and active financial support for Owensboro Sister Cities.
Exchange Activities for the Calendar Year 1999
Public Services Exchange, May 6 - 15, 1999
During May 1999, Owensboro was pleased to host a Public Services Exchange
composed of representatives of the Olomouc Municipal Fire Department, Police
(both Municipal and the Olomouc District Czech National Police officers), and
Olomouc Municipal Property Managers. The visit was hosted by the City of
Owensboro City Manager's Office, Owensboro Fire Department and both the
Owensboro Police Department and the Kentucky State Police.
The city property management focus, had been requested to address; public and
private housing statistics, policies and concerns, Owensboro area market for
houses and apartments, focus on low income housing development (including
government programs addressing making low income housing available), the impact
of public policy on public and private housing.
The law enforcement and fire fighting focus included orientating the officers
to the broad overview of how Kentucky and our locality compare in national
statistics, particular problems facing law enforcement or fire departments in
Kentucky, officer recruitment, staffing, training, specialized areas of
expertise, etc. Visits were also planned to the Kentucky State Police crime and
training facilities in the state capital. A particular area of interest
addressed was how police and fire departments work jointly in facing a public
disaster.
We also planned for time allotted to have our Czech guests meet many of those
involved in public and private real estate, law enforcement and fire protection
and be able to ask any questions they may have. While our guests, there was time
spent socializing with a broad variety of citizens during their exchange visit.
Separate schedules were planned for the three focus groups but social events, as
well as, general touring included all nine people along with one or two
Owensboro Sister City representatives.

College Student Exchange, June 5 - 26, 1999
The four Olomouc schools offering English language instruction requested that
we begin our Owensboro Sister Cities College Summer Study Program in early June
so that the Owensboro and Olomouc students could learn from one another. It was
planned that the Owensboro students would study during the mornings and travel
to area historical and cultural significant sites in the afternoons.
Participants were offered an outstanding opportunity to learn about the Czech
culture from their counterparts in their Sister City.
Courses and instruction were supplied through Owensboro Community College.
There were twenty-one students enrolled representing KWC, Brescia, WKU, OCC, and
UK. The instructors committed from OCC were Dr. Bruce Beck and Professor Greta
McDonough . In addition to their study in Cultural Anthropology and comparative
Social Work the students were able travel overnight to Vienna, Austria;
Budapest, Hungary; Krakow and Auschwitz in Poland; and the capital of the Czech
Republic, Prague.
Olomouc Secondary Schools, June 11- 26, 1999
This was the second year that Owensboro area high school students
participated in a homestay exchange with their Czech student counterparts. We
are hoping that these exchanges between Owensboro and Olomouc secondary schools
will continue on a permanent basis. Four Olomouc Gymnasiums with English
language sections are involved and willing to work with Owensboro's four area
high schools. In 1999 four Owensboro Apollo High School students and two
accompanying teachers traveled with our college students in the Czech Republic.
Daily travel activities for all students was arranged by Dr. Helena Sedlackova
and homestays for the American high school students were arranged with
Cajkovskeho Gymnasium student's families.
Owensboro Mayoral Delegation and
Owensboro / Commonwealth of Kentucky Tourism Exchange, June 19 - 26, 1999
The final June group to visit Olomouc was led by the Mayor of Owensboro, Mr.
Waymond Morris. This group included the Commonwealth of Kentucky Deputy
Secretary of Tourism and Owensboro's Tourism Director. This was the Owensboro
Mayor's third visit to Olomouc and he was greeted by Mayor Martin Tesarik.
A reception in the Olomouc City Hall was held on June 22nd hosted by the City
of Owensboro, Daviess County Tourist Commission, the Commonwealth of Kentucky
Tourism Cabinet and the Kentucky Distillers Association. Over two hundred
Olomouc citizens from various walks of life gathered at Olomouc City Hall. It
was remarked by several Czechs that it was the first time that they could
remember so many different Olomouc citizens gathering for such an event in
Olomouc City Hall.
Two special presentations were made during the last exchange week in Olomouc.
Dr. Jacqueline Addington, President of Owensboro Community College came to
the Czech Republic to seek contact with Czech institutions of higher education
interested in exploring opportunities for an International Workforce Development
partnership. There are grant funds available, on a competitive basis, for US and
other nations' institutions to design a program of study opportunities for
international training experiences for students and young professionals. A key
to these US grant funds is a close international coordinated partnership. Dr.
Addington met with three institution of higher education representatives as
arranged by Owensboro Sister Cities and the American Embassy in Prague.
Ms. Angie Woodward, Director of Leadership Kentucky agreed to make a
presentation in Olomouc for those interested in learning about a highly
successful Civic Leadership Development program. The "Leadership
Kentucky" program is one of hundreds of US city and state programs used to
give individual citizens, interested in leadership opportunities, the exposure
to current conditions and background skills to develop themselves for an active
role in civic leadership. We believe that Czech cities, regions and the Czech
Republic on a national scale may find this idea both timely and of immense
benefit for those wishing to take an active role in their local and national
leadership initiatives. Ms. Woodward has already had inquiries from Prague
wanting to know more about the program.
It should be noted that the American Embassy Cultural Attache was present for
Dr. Addington's and Ms. Woodward's presentation and was also present at the
reception held at Olomouc City Hall. Previous to his fall 1999 visit to Olomouc,
our Ambassador to the Czech Republic, Mr. John Shattuck was fully briefed on the
Sister City relationship and ongoing activities between our two cities.
Following the Ambassador's visit our Embassy staff noted that the Sister City
relationship was positively referred to several times by the Olomouc hosts.
Kentucky League of Cities Meeting, October 7 & 8, 1999
At this year's meeting of the Kentucky League of Cities, the OSC Executive
Director was one of the presenters at a session on the Sister Cities
International program. There are now twenty-two Kentucky cities involved in the
program and the Kentucky League of Cities wishes to encourage more Kentucky
Cities to become involved. The reasoning behind this encouragement is
recognition of the need of our citizens, municipal governments and businesses
that we are economically globally dependent. The OSC Executive Director serves
on the Kentucky Sister Cities State Management Team.
Palacky University Exchange Student, Calendar Year 1999
Owensboro Sister Cities continues to help with arrangements allowing our
Sister City Exchange Student, Mr. Robin Joska, to study another year at Kentucky
Wesleyan College. Robin was a fourth year student at Palacky University in
Olomouc majoring in English and Physical Education. We could have found no
better a student to represent our program, Olomouc, the Czech Republic, and
Palacky University. Robin has decided to take a US Degree from KWC rather than
complete his last year of studies at Palacky University. We continue to seek
Sister Cities International Eisenhower Scholarship funds to help Robin with
tuition costs.
Gymazium Student Visit, October 1999
A student from Cajkovskeho Gymnazium, Olomouc came to Kentucky to visit one of
the Owensboro College Summer Study Program students met during the June study in
Olomouc. While most timewas spent in Lexington with our UK student, Petr was
brought to Owensboro and the students home in Utica for a three day stay to let
him see the area and visit Apollo High School.
Planning Visit to Olomouc, December 1999
The OSC Executive Director and Mr. Larry Mayfield, member of the Sister
Cities Board of Directors, traveled to Olomouc in December in order to make
plans for the upcoming exchanges scheduled for calendar year 2000 and make the
necessary deposits for the Summer Study Program.
Public Engagement
In support of the Sister Cities program, public speaking engagements were
made to both Owensboro Rotary Clubs and other community organizations. News
articles were generated both in Owensboro and Olomouc in print media and by
respective radio and TV station coverage. Articles covered student exchanges,
the Public Services Exchange and the Police Exchange and were widely covered not
only in Owensboro but throughout Kentucky. The Owensboro Community College TV
station produced a show on Olomouc and our Sister Cities program for viewing
over cable TV.
The Owensboro Sister Cities Internet Homepage is listed on and linked to the
Sister Cities International wide world web homepage. Not all Sister Cities have
their own WWW Homepage and we are fortunate in having Owensboro Community
College supply us with the ability to have this promotional space on their
server. Both Owensboro and Olomouc are now readily accessible globally through
this additional computer link.
Additional coverage about Owensboro was also generated by the damage caused
by the tornado that struck Owensboro. Several letters, including a letter from
Olomouc Mayor Tesarik, were sent from Olomouc offering eartfelt concern for our
citizens and the hardship they faced.
Other International Initiatives
Owensboro Sister Cities is not moving toward looking for additional Sister
Cities at this time, however, our direction is inclined toward the founding of
an Owensboro International Center which would serve as an umbrella to work
internationally with more than just our Sister City. Hopefully, the City of
Owensboro and the Daviess County Fiscal Court will support a growing partnership
role in promoting both our area on the international scene and encouraging our
citizens to be more knowledgeable about other world cultures. An International
Center would serve all four SACS accredited institutions of higher education (
Brescia University, Kentucky Wesleyan College, Owensboro Community College and
Western Kentucky University's campus in Owensboro) and the three school systems
of Owensboro.
U.S. - China Activity
Another new major area of international commitment is reflected by the OSC
Executive Director having been elected as Midwest Region Representative to the
National Board of Directors of the United States - China Peoples Friendship
Association. He was reelected to a second two-year term in October 1999, the
area of assigned responsibility on the National Board is Educational Outreach.
A local Chapter of USCPFA is now forming to serve Owensboro and Evansville.
The purpose of the organization is to encourage open dialogue between the people
of the United States and the people of China. The mission is also to encoursge
the learning about China and her culture. We believe there is aple reason to
encourage more understanding about a country where one out of every five people
in the world live.
The OSC Executive Director attended the annual U.S. - China annual Washington
Seminar on U.S.- China relations during April 1999. This seminar attracts
nationally renowned speakers addressing current diplomatic, economic, medical,
education and government affairs. A briefing was delivered at the U.S. State
Department. A number of students from throughout the nation, interested in
studying about China, were sponsored by the U.S. - China Peoples Friendship
Association to attend the Seminar.
Also attended was the USCPFA National Board Meeting in Houston, Texas in
October 1999. Service on a National Board is without a doubt a leadership
development experience and the seminars and conferences sponsored by this
organization always add to my historical and cross-cultural knowledge.
Projected Exchanges for year 2000:
Owensboro Sister City is well into the planning for the year 2000. It is my
intention to request Dr. Jacqueline Addington, President of Owensboro Community
College to continue the reassigned time necessary for me to continue to grow the
community college role in the international sphere. The following outlines the
current planning for Sister Cities Exchange activity in the year 2000.

This exchange focus is on the official government visit. Activities will be
provided to support exposure to American city government processes, introduction
to the Sister City community, introduction to potential mutually beneficial
business relationships, introduction to Kentucky State Government
representatives and an overnight stay in the Bluegrass region hosted by state
offices.
Medical Exchange

The Drs. Santavy work in the Center for Genetic and Fetal Medicine, Palacky
University Medical School in Olomouc. This is the Genetic and Fetal Medicine
Center serving the whole of the Czech Republic. Through Louisville Sister
Cities, an invitation has been arranged so that these two Doctors can attend the
Louisville Sister Cities Medical Conference in Louisville. Following the
conference the Drs. Santavy will be introduced to the medical facilities and
community in Owensboro.
Library Exchange
Two Olomouc Regional Librarians
The two Olomouc Regional Librarians are to be hosted by the Daviess County
Public Library with additional support from the Kentucky Regional Librarian in
Owensboro. The focus is to be on Library organization, access and services. If
at all possible we will provide the Czech librarians the opportunity to visit
the state of the art facility at the University of Kentucky.
City Manager Exchange
Olomouc City Urban Planner
In a continuation of exchanges of persons providing Municipal Services, an
Olomouc Urban Planner has been invited to learn of Kentucky Urban Planning. The
visit will focus on Owensboro planning along with addressing state office roles
and, hopefully, the urban planning department of either Louisville or Lexington.

College Student Study Program

Prof. Murphy will be coming with three Brescia students. The Brescia group is
supported by a travel grant through Brescia University. Prof. Murphy will not be
teaching for the program this year but will lay groundwork to collaborate with
Palacky University.
Funding has been requested from the Kentucky Community College System
Chancellor's Office to support the program participation costs for Profs. Lorie
Maltby and Mark Staynings at the same rate as last year ($1500.00 per
professor). Prof. McDonough has stated her willingness to return to teach during
2000. The means for covering her participation costs are being fretted over at
present!
Students participating have been invited by the professors to participate and
all are required to take one or two courses for this study session. Owensboro
Community College will be the institution of record and will pay the normal
summer school remuneration for the instructors offering coursework.
Four tickets remain available during the travel time slot, June 1 - June 25
Potential for four high school students to have homestay in Olomouc.

Four Czech Boy Scouts and their leader, Mr. Jan Pecinka, will attend Shawnee
Council Summer Camp at Land Between the Lakes with Owensboro Scout Troop #24.
The Czech Scouts will be in Owensboro for one week with another week spent at
camp with the American Scouts.

Eight Olomouc gymnasium students and two English language teachers.
Continuation of the secondary schools exchange. The Olomouc students and
teachers will stay in Owensboro area student homes and interact with the
American families. A schedule of activities will be arranged for the students to
be introduced to the area and the Kentucky cultural life.

Invitation tentative reliant on finding source of funding to underwrite
travel costs. As with all Sister City Exchanges. The official guests are hosted
reciprocally in the host community.
December, 2000, Olomouc outbound
Daviess County Librarians
Second half of the librarian exchange to be hosted in Olomouc.
This summarizes the current year 2000 planning. As one can easily tell, there
is considerable planning and effort that must go into bringing these exchanges
together successfully. Owensboro Sister Cities works though a City of Owensboro
appointed Board of Directors but the program is community volunteer driven. The
program receives a small administrative budget to cover the costs of maintaining
the official relationship.
We are very appreciative of the City of Owensboro, Owensboro Community
College and the KCTCS support for our efforts. The program represents a
wonderful community partnership combining the efforts of many community
institutions, businesses and individuals. There can be little doubt for the need
to educate our Kentucky citizens concerning our place in the global community.
Whether for citizenship, student growth or workforce development there is an
ever greater demand for providing an international component for the communities
we serve.

This is a close working plan for the schedules that we have coordinated with all
the involved agencies. We will work hard to see that you have an informative and
enjoyable visit to your American Sister City. A background booklet is presently
being prepared for you with some general background information concerning
Owensboro and Kentucky.
Your schedule will keep us moving during the workweek. The good news is that
we will have time in the beginning of your stay to both adjust to "jet
lag" and to explore the city at a more leisurely pace. We will attempt to
accommodate your movement around the city. Robin Joska, our Palacky University
Exchange Student will be with us most of the time. Having been in Owensboro for
two years, he will have an excellent ability to explain cross-cultural
differences you may observe.
All breakfasts are planned at the hotel where you will be staying, lunch and
dinner will be provided by your agency hosts or arranged by Owensboro Sister
Cities. Your expense should be limited to personal purchases. Exchange of Czech
Kc is not possible in Owensboro. The best way to bring funds is American
dollars, Visa, American Express or Mastercard Credit Cards or Travelers Cheques
denominated in American dollars. Please consult Olomouc Tourism if you have
